AI Section (FBKI) publishes statement on generative AI and the AI Act

To mark the entry into force of the EU AI Act, the Artificial Intelligence Department (FBKI) has published a position paper in which it comments on the expected effectiveness and critical points.

At the end of the 20-day objection period for the AI Act, the new EU regulation on artificial intelligence comes into force today. The Artificial Intelligence Section of the German Informatics Society has published a position paper on this, providing expert guidance in the current debate on the regulation of AI, particularly in the context of generative AI.

Interaction between humans and agents

The FBKI position paper analyzes the AI Act in connection with generative AI and taking into account central features and goals of AI research.Among other things, the core is the investigation and design of the interactions between humans and algorithmic systems, also known as agents, that act on behalf of humans. The interaction between humans and agents, referred to as a social mechanism, must always be systematically investigated, especially in the context of generative AI, in order to assess risks and prevent undesirable effects for humans. It is therefore crucial for AI research to consider and prove the properties of social mechanisms and their agents. Regulatory measures must be based on the concept of the social mechanism. "The social context of the use of an AI system by humans must be analyzed and evaluated. Limiting the performance of the technology or making the architecture of a system the basis for regulation seems neither expedient nor possible across the board," says Prof. Dr. Ralf Möller, chair of the AI section.
